UNICEF has a territorial approach and will therefore work with the national government and the regional and local authorities. We will support capacity building in planning, budgeting, monitoring and evaluation, with the aim of achieving concrete results that benefit children and adolescents.

The programme will focus on 24 municipalities in 4 departments and the 2 autonomous regions. The populations of these municipalities have the lowest wellbeing indicator rates and the highest poverty rates for children and adolescents. In addition to working in these 24 municipalities, the strategy proposes supporting the formulation of policies with an intercultural, gender and disparity-reducing focus that will have a national-level impact.
